阪神・淡路大震災の教訓から、通常の消防力では対応が困難な救助事象に迅速に対処するための部隊の必要性が提起されました。このため創設されたのが、消防救助機動部隊（愛称：ハイパーレスキュー）です。
　消防救助機動部隊は、特殊な技術・能力を有する隊員と、大型重機など特殊車両などを備え、多数の人命を早期に救助することを目的としたスペシャリスト部隊で、第二、第三（ＮＢＣ災害対応）、第六、第八消防方面本部に設置されています。

  After the Great Hanshin-Awaji Earthquake in 1995, the need w as strongly recognized to set up units of advanced rescue personnel who can handle highly formidable disasters in a prompt and appropriate manner. Amid the demand for such services, the Tokyo Fire Department established the Fire Rescue Task Forces.
  The specially trained members of the Fire Rescue Task Forces are provided with special equipment including heavy rescue apparatus, which enable them to conduct prompt and effective rescue operations.
  The Fire Rescue Task Forces are deployed in the 2nd, 3rd (for NBC disasters), 6th and 8th Fire Districts.

　東京消防庁では、震災時の火災に備えて、耐震性の防火水槽やビルの基礎ばりを利用した水槽等を都民のみなさまの協力により整備しています。
　また、阪神・淡路大震災のような大規模市街地火災などに対応するため、海、河川、大容量の貯水施設等あらゆる水源を消防水利として活用するよう努めています。

  With cooperation from citizens, the TFD promotes the construction of earthquake resistive fire cisterns, underground water tanks below buildings, etc. to prepare for earthquake fires.
  The TFD delivers water from the sea, rivers and large reservoirs to fight large urban fires like those seen in the Great Hanshin-Awaji Earthquake.
