建築物の大規模化や高層化、深層化、さらには用途や管理形態の多様化が進む中、火災の様相もより複雑になり、消防活動の困難性は高まっています。
　あらゆる火災に迅速的確に対応するため、高度な知識、技術と強靭な体力を持った精強な消防部隊を育成、配備し、火災から都民を守るために日夜訓練と警戒にあたっています。

  Today, buildings in Tokyo are higher above and deeper below the ground, and are used as multioccupancy facilities more often than in the past. Fire in these buildings are much more difficult to fight. The TFD educates its firefighting personnel by providing them with expertise and the opportunity to enhance physical strength. The TFD gives training to its personnel, and keeps on the alert for fires and other emergencies.

消火活動中の特別消火中隊 A-One Fire Unit in action

　近年、全国では社会福祉施設における火災や大規模な倉庫火災など、急激な火煙の拡大等により多数の死傷者が発生しています。東京においても早朝営業を行っていた飲食店において、多数の死傷者が発生した火災、東京湾における船舶火災や地下階で発生した火災で有毒ガスが発生したことにより、長時間の消防活動が強いられるなど、消防活動の困難性、特殊性が高まっています。
　このため、迅速な消火活動を実施するとともに、消防活動をより安全かつ効率的に行い、トータル被害の軽減を図る必要性があることから、専門的知識及び技能を有する隊員と高機能かつ先進的な資機材を集中的に配備することにより、高度な能力を有する消火隊として、各消防署に特別消火中隊を編成し、消火活動の中核に位置づけました。
　このたびの「東日本大震災」では、緊急消防援助隊として、多数の特別消火中隊が宮城県気仙沼市に派遣され、市街地大規模火災の消火活動に従事し、その力を遺憾なく発揮しました。

  Recently, fires in social welfare facilities and large-scale warehouses have claimed a number of lives because of the sudden spread of smoke and fire. In Tokyo, unexpected, special incidents pose great difficulties to firefighters−a heavy-casualty morning restaurant fire, a ship fire in Tokyo Bay, a basement fire with firefighters up to long-hour operations against toxic smoke as well.
  A-One Fire Units were formed to attack such special hazard fires quickly, efficiently and safely with less damage to lives and property. The professional units provided with advanced equipment are deployed in each fire station, and play a leadership role in emergency operations.
  The TFD sent out a number of A-One Fire Unit members−also as Emergency Fire Response Team members−to Kesen-numa City in Miyagi Prefecture immediately after the Great East Japan Earthquake. They coped with devastating residential area fires, fully demonstrating their professional skills.
