東京消防庁では、都民のみなさまを震災から守るため、「自助」・「共助」・「公助」の理念を踏まえた基本的対策を推進しています。
A major earthquake is expected to occur directly under the capital area anytime. The TFD promotes disaster preparedness based on the concept of self-help, community cooperation and government assistance.

地震により家具類の転倒・落下・移動が起こると、様々な危険をもたらします。例えば、転倒した家具が直接当たってケガをしたり、通路を塞いで避難障害になったりします。また、ストーブ等に転倒した場合には、火災に至ることも考えられます。都民がこのような危険にあわないために、家具類の転倒・落下・移動防止対策の普及に努めています。
An earthquake might cause a lot of unexpected accidents, letting furniture turn over , fall or move across the room. Tumbled furniture might hard hit people or hamper evacuation. Moreover, the heater hit by a fallen piece of furniture might let a fire start. For greater safety , we push forward furniture safety measures to keep the articles set in place.

町会・自治会、学校、事業所などが互いに連携し、災害に強いまちづくりを実現するために、消防署では初期消火、救出救助、応急救護などの防火防災訓練を通じて指導し育成に努めています。
Fire stations teach community residents initial firefighting, rescue and first aid so that they can act on their own in emergencies. Cooperation among neighborhood associations, schools and workplaces is necessary to make communities stronger against disasters.

消防団は、他の職業に就きながら「自分たちの町は自分たちで守る」という使命感のもと、男性、女性の区別なく、自営業、事業所の従業員、学生、主婦などで組織している消防機関です。
消防団員は、消防署と連携しながら火災や震災などの災害時には消火や人命救助などの活動を行います。また、地域の防災リーダーとして、地域住民に対する防火防災訓練や応急救護の指導なども行い、地域防災力の向上を図っています。
Volunteer fire corps are made up of men and women who volunteer to protect their community while engaging in their own jobs. The members are self-employed business owners, students, housewife and others, who cooperate with their local fire stations to conduct firefighting, rescue and first aid in times of disasters. As local safety leaders, the volunteers also conduct fire drills and first-aid training to make communities safer and stronger against disasters.

東京消防庁では震災時等大規模災害時に、消防隊が行う消火、救助、応急救護などの活動を支援するボランティアの募集・育成を行っています。
また、災害時支援ボランティアは、日常は地域の防災リーダーとして、消防職員と連携し、地域住民に対する防火防災訓練の指導なども行っています。
The TFD recruits and trains volunteers so that they can support career firefighters in firefighting, rescue and first-aid activities. These volunteers, as community life safety leaders, go hand in hand with fire station members, and instruct residents in how to cope with disasters.
阪神・淡路大震災の教訓から、通常の消防力では対応が困難な救助事象に迅速に対処するための部隊の必要性が提起されました。このため創設されたのが、消防救助機動部隊（愛称：ハイパーレスキュー）です。
消防救助機動部隊は、特殊な技術・能力を有する隊員と、大型重機など特殊車両などを備え、多数の人命を早期に救助することを目的としたスペシャリスト部隊で、第二、第三、第六、第八、第九消防方面本部に設置されています。
After the Great Hanshin-Awaji Earthquake in 1995, the need was strongly recognized to set up units of advanced rescue personnel who can handle highly formidable disasters in a prompt and appropriate manner. Amid the demand for such services, the TFD established the Fire Rescue Task Forces.
The specially trained members of the Fire Rescue Task Forces are provided with special equipment including heavy rescue apparatus, which enable them to conduct prompt and effective rescue operations.
The Fire Rescue Task Forces are deployed in the 2nd, 3rd, 6th, 8th and 9th Fire Districts.

東京消防庁では、震災時の火災に備えて、耐震性の防火水槽、地下水を活用した深井戸、ビルの基礎ばりを利用した水槽等を都民のみなさまの協力により設置するとともに、地域防災力を向上するため、既存防火水槽の鉄蓋を地域住民等が容易に開放できる親子蓋へ交換しています。
さらに、大地震に伴う同時多発火災や大規模市街地火災などに対応するため、海、河川、大容量の貯水施設等あらゆる水源を消防水利として活用するよう努めています。
一方、設置から長年経過した防火水槽について、補強を実施し、今後も消防水利として有効活用できるよう再生しています。
The TFD, with cooperation from Tokyo citizens, prepares earthquake-resistive fire cisterns, deep groundwater wells, underground water tanks for buildings, etc. to cope with earthquake fires. Actually, the TFD has been replacing fire cisterns’ iron lids with easy-to-handle pair lids for community residents to take quicker action in emergencies.
The TFD obtains water from the sea, rivers or large reservoirs for firefighting in case of quake-caused fires or other serious fires in cities.
Meanwhile, the Department continues to reinforce and renew old fire cisterns.
